A subtle manifestation of "white flight"?

A report published today by Stephen Jivraj (Research Associate at Cathie Marsh Centre for Census and Survey Research, University of Manchester) tells us "Even when combining those that feel both English and British, fewer White British people suggest they identify with Britishness than any non-White ethnic minority group" and "White British (72%) and Mixed (47%) ethnic groups are more likely to see themselves as English rather than British."

Is this perhaps a subtle manifestation of "white flight"?

As migrants and migrant communities "move into" the British classification, White British people "move out" to an English identity.
