The issue is one of identity, not nit-picking parliamentary procedures.
If Scottish people are allowed to have their Scottish identity given political representation and Welsh people allowed to have their Welsh identity given political representation then English people MUST (shouting here) have the same.
To deny this is asking for trouble Mr Bogdanor.
If you want to devolve power down to local authorities then you should do this for the entire United Kingdom (and perhaps start by giving the new devolved powers to Scottish local authorities rather than just handing them over to the administration in Holyrood).
But I can tell you the English will never put up with a situation where Welsh people are "proud to be Welsh" and Scottish people are "proud to be Scots" and English people are told they are nothing.
That is going to provoke a lot of anger - and it is not wise to provoke anger based on nationalism.
