The English democratic deficit

Jon Wilson on the Fabian Society website makes a sensible suggestion about the English democratic deficit:  "We agree that our Scottish MPs won’t vote on English issues, for the rest of this parliament and the next until a permanent settlement comes into place."

However he is wrong to think that there is the same hostility to "London" in England as there is in Scotland.

London is the capital of England and it needs to be brought more fully under English control (is there any reason for a London assembly if England is to gain more powers over home affairs?).
