I think the answer is to allow the planning laws to be set aside for all dwellings that are: single story; constructed of completely recyclable or removable elements; only leased for a maximum of twenty years; only leased to people with a strong local connection (perhaps born within five miles); leases sold for only cost price of agricultural land and cost of construction plus ten per cent; landscaped with native trees and upon expiry of the lease the land to be transferred to a body such as the Woodland Trust to extend the amount of woodland in the United Kingdom.
And the design of the dwellings to be in the local tradition.
