They should be warned that it can only lead to humiliation for the Spanish state.
Their German paymasters are not likely to allow them to embark upon an expensive foreign diversion.
They won't even allow a little cheapo foreign diversion.
When your nation is effectively bankrupt grandiose gestures and foreign policy adventures are not possible.
The United Kingdom may not be in great economic shape but at least we do not have to ask German permission before asserting our will - perhaps by enforcing an aggression-avoidance zone in the waters around Gibraltar.
