If it is to "regions" then the idea will be stillborn.
There is no regional identity and loyalty in England.
"Regions" are artificial fix-it scams by politicians hoping to divide and rule.
Outside cities loyalty on a local level is to the county. Devolve power down to the counties (and historic sub-counties in Yorkshire and Lincolnshire). And don't tell me Rutland is too small - economies of scale are not everything.
