I am very concerned that there appears to be a covert amnesty for illegal immigrants in operation in the United Kingdom according to Tim Finch (former head of migration at IPPR and author of the forthcoming novel about refugees The House of Journalists) on the Liberal Conspiracy website: http://liberalconspiracy.org/2013/07/01/why-a-call-for-amnesty-for-immigrants-illegally-in-the-uk-is-counter-productive-for-them/
Mr Finch says this is "in effect existing government policy and practice".
What does he mean "in effect"?
Is it government policy or not?
And if it is not government policy then is this policy being operated clandestinely by civil servants? Who authorised this? If there is no legitimate authorisation can we see the civil servants operating this system prosecuted for misconduct in public office.
