In precis it is saying to the electorate that the elite will decide immigration policy and the proles can either rubber-stamp it or not rubber-stamp it as they see fit but the immigration will continue nonetheless.
It is a candid slap in the face for anyone who believes in democracy.
But it does explain why immigration has been discussed in the House of Commons fifty thousand times (to use Hopi Sen's own statistic) and yet nothing has ever been done to enforce the democratic will of the majority.
And if the electorate become too troublesome Hopi Sen advocates what he calls "Mr Blair's approach" - which is presumably to tell endless lies, deny the obvious, assure us that unless we have unlimited immigration we could be attacked within forty-five minutes etc.
John Rentoul (an Independent columnist) thinks Hopi Sen's blogpost is "brilliant". It seems that Malcolm Bradbury's History Man is alive and well and is visiting professor at Queen Mary College. It is reassuring to know that superior intellectuals such as John Rentoul are deciding what is good for us.
