Immigration provoking white flight?

According to Office of National Statistics figures just released the United Kingdom population grew by 400,600 mid-2012 to mid-2013 while at the same time London had highest net outflow of residents to the rest of the country:  http://www.ons.gov.uk/ons/rel/pop-estimate/population-estimates-for-uk--england-and-wales--scotland-and-northern-ireland/2013/index.html

Is this evidence of immigration provoking white flight?
