I thought it was ironic that the police are no longer investigating

Listening to the Today programme, I thought it was ironic that the police are no longer investigating property crimes.  Ironic because the police is paid for by taxpayers who are overwhelmingly property-owners.  Perhaps if the police spent less time in diversity-awareness seminars they might have more resources to apply to investigations.

In any case, I thought the new Investigating Officers (civilians working for the police) are supposed to have taken on much of the burden of investigating small property crimes?

Have the Investigating Officers gone native and are now spending most of the day loafing around the police canteen ordering from the all-day breakfast menu and gossiping over mugs of sugared tea?
