Knowingly provocative

Having read Agnes Poirier's knowingly provocative article in the Guardian today (http://www.guardian.co.uk/commentisfree/2013/mar/04/british-obsessed-queen-bowels "The Queen's excrement is like the teardrops of Christ: sacred relics") one wonders whether she is going to have her face smacked in the street in the way John Grigg was admonished in 1957.

On a serious note presumably publishing an inflammatory article of this kind constitutes a hate crime?  Is a complaint going to be made to the EHRC - hatred by national origin and hatred because of religious affiliation?  A complaint could be made to the police (by anyone) and the police would be legally bound to take the complaint seriously.
